Tectonic Summary

Seismotectonics of South America (Nazca Plate Region)

The South American arc extends over 7,000 km, from the Chilean margin triple junction offshore of southern Chile to its intersection with the Panama fracture zone, offshore of the southern coast of Panama in Central America. It marks the plate boundary between the subducting Nazca plate and the South America plate, where the oceanic crust and lithosphere of the Nazca plate begin their descent into the mantle beneath South America. The convergence associated with this subduction process is responsible for the uplift of the Andes Mountains, and for the active volcanic chain present along much of this deformation front. Relative to a fixed South America plate, the Nazca plate moves slightly north of eastwards at a rate varying from approximately 80 mm/yr in the south to approximately 65 mm/yr in the north. Although the rate of subduction varies little along the entire arc, there are complex changes in the geologic processes along the subduction zone that dramatically influence volcanic activity, crustal deformation, earthquake generation and occurrence all along the western edge of South America.

Most of the large earthquakes in South America are constrained to shallow depths of 0 to 70 km resulting from both crustal and interplate deformation. Crustal earthquakes result from deformation and mountain building in the overriding South America plate and generate earthquakes as deep as approximately 50 km. Interplate earthquakes occur due to slip along the dipping interface between the Nazca and the South American plates. Interplate earthquakes in this region are frequent and often large, and occur between the depths of approximately 10 and 60 km. Since 1900, numerous magnitude 8 or larger earthquakes have occurred on this subduction zone interface that were followed by devastating tsunamis, including the 1960 M9.5 earthquake in southern Chile, the largest instrumentally recorded earthquake in the world. Other notable shallow tsunami-generating earthquakes include the 1906 M8.5 earthquake near Esmeraldas, Ecuador, the 1922 M8.5 earthquake near Coquimbo, Chile, the 2001 M8.4 Arequipa, Peru earthquake, the 2007 M8.0 earthquake near Pisco, Peru, and the 2010 M8.8 Maule, Chile earthquake located just north of the 1960 event.

Large intermediate-depth earthquakes (those occurring between depths of approximately 70 and 300 km) are relatively limited in size and spatial extent in South America, and occur within the Nazca plate as a result of internal deformation within the subducting plate. These earthquakes generally cluster beneath northern Chile and southwestern Bolivia, and to a lesser extent beneath northern Peru and southern Ecuador, with depths between 110 and 130 km. Most of these earthquakes occur adjacent to the bend in the coastline between Peru and Chile. The most recent large intermediate-depth earthquake in this region was the 2005 M7.8 Tarapaca, Chile earthquake.

Earthquakes can also be generated to depths greater than 600 km as a result of continued internal deformation of the subducting Nazca plate. Deep-focus earthquakes in South America are not observed from a depth range of approximately 300 to 500 km. Instead, deep earthquakes in this region occur at depths of 500 to 650 km and are concentrated into two zones: one that runs beneath the Peru-Brazil border and another that extends from central Bolivia to central Argentina. These earthquakes generally do not exhibit large magnitudes. An exception to this was the 1994 Bolivian earthquake in northwestern Bolivia. This M8.2 earthquake occurred at a depth of 631 km, making it the largest deep-focus earthquake instrumentally recorded, and was felt widely throughout South and North America.

Subduction of the Nazca plate is geometrically complex and impacts the geology and seismicity of the western edge of South America. The intermediate-depth regions of the subducting Nazca plate can be segmented into five sections based on their angle of subduction beneath the South America plate. Three segments are characterized by steeply dipping subduction; the other two by near-horizontal subduction. The Nazca plate beneath northern Ecuador, southern Peru to northern Chile, and southern Chile descend into the mantle at angles of 25° to 30°. In contrast, the slab beneath southern Ecuador to central Peru, and under central Chile, is subducting at a shallow angle of approximately 10° or less. In these regions of “flat-slab” subduction, the Nazca plate moves horizontally for several hundred kilometers before continuing its descent into the mantle, and is shadowed by an extended zone of crustal seismicity in the overlying South America plate. Although the South America plate exhibits a chain of active volcanism resulting from the subduction and partial melting of the Nazca oceanic lithosphere along most of the arc, these regions of inferred shallow subduction correlate with an absence of volcanic activity.

The top Swedish prosecutor pursuing sexual assault charges against Julian Assange has abruptly left the case and one of Mr Assange’s accusers has sacked her lawyer.

The turmoil in the Swedish Prosecution Authority’s effort to extradite Mr Assange comes as another leading Swedish judge prepares to deliver an unprecedented public lecture in Australia next week on the WikiLeaks publisher’s case.

The Swedish Prosecution Authority wants to extradite Mr Assange to have him questioned in Stockholm in relation to sexual assault allegations by two women.

Fairfax Media has obtained Swedish court documents that reveal high-profile Swedish prosecutor Marianne Nye has unexpectedly left Mr Assange’s case from Wednesday, and has been replaced by a less-experienced prosecutor, Ingrid Isgren. The reasons for the change have not been disclosed yet.

The lead Swedish prosecutor pursuing sexual assault charges against WikiLeaks founder Julian Assange is no longer handling the case, media reports revealed. Her departure comes as a top Swedish judge is set to speak publicly on the ‘Assange affair.’

Recent court documents have revealed that starting Wednesday, high-profile Swedish prosecutor Marianne Nye will no longer be at the helm of the case against Assange, the Sydney Morning Herald reported. Nye will be replaced by her far less experienced colleague Ingrid Isgren; the reasons for her departure have not been disclosed.

However, according to a Swedish newspaper report, Nye “has not quit the Assange case formally rather that there is a new ‘investigator,’” WikiLeaks tweeted on Thursday.

Meanwhile, Anna Ardin, one of two women who accused Julian Assange of sex crimes, also moved to fire her controversial lawyer Claes Borgstrom late last month after she lost faith in his ability to represent her.

Ardin charged that Borgstrom was more interested in being in the media spotlight than providing her legal counsel, and has often referred her inquiries to his secretary or assistant. The court has approved Ardin’s new lawyer, Elisabeth Massi Fritz, the Sydney Morning Herald reported.

Borgstrom reportedly supported his former client’s decision, saying that “in cases concerning sexual offenses, it is particularly important that the plaintiff has confidence in the lawyer representing her,” Swedish tabloid Expressen quoted him as saying.

News of the legal shakeup in the Assange case comes less than a week before Swedish Supreme Court judge Stefan Lindskog’s lecture at the University of Adelaide on the “Assange affair, and freedom of speech, from the Swedish perspective.”

Assange blasted Justice Lindskog – who is chair of the Supreme Court of Sweden, the country’s highest court of appeal – for his decision to publicly discuss the case.

“If an Australian High Court judge came out and spoke on a case the court expected or was likely to judge, it would be regarded as absolutely outrageous,” he told Fairfax media.

Ecuadorean diplomats have raised the case of Julian Assange with the Labour party as part of attempts to lay the groundwork for a resolution of the diplomatic standoff between Britain and the South American state over the WikiLeaks’ founder.

As part of its continuing search for an end to the impasse, Ecuador has been seeking a commitment from the coalition that it would not support Assange’s onward extradition to the US should he choose to go to Sweden to face allegations of rape and sexual assault.

In an indication that the Ecuadoreans are now also setting their sights on a possible change of government after the 2015 election, Ecuador’s ambassador, Ana Alban, raised Assange’s case during a meeting with the shadow foreign minister, Kerry McCarthy.

The meeting had been requested by Ecuador to discuss environmental issues and bilateral trade, and the Labour side were taken by surprise when the Australian’s case was raised by the Ecuadoreans towards the end of the meeting.

A Labour source was eager to distance the party from the issue, saying: “The meeting was on the basis of a discussion about other issues and was one part of a series of regular contact meetings with foreign governments in London.

At least eight dead in Ecuador floods: officials

“Unfortunately, there have been eight victims so far as a result of the flooding,” said Viviana Bonilla, governor of the coastal province of Guayas where the flooding occurred.

Bonilla told reporters that six people died by electrocution and one by drowning. The eighth victims was a child who was washed away by the floods and presumed dead.

Officials said more heavy precipitation was expected in the region, and they were bracing for the possibility of additional casualties.

Quito, 3 Mar (Prensa Latina) Seismicity has increased dramatically at Tungurahua volcano in Ecuador.

Given the open-vent state of the volcano,there are emissions of gases and ashes according to the Ecuadorian Geophysics Institute.

The last eruptive episode took place on the 14 and 30 of last December and then went to a scale of moderate and low.

On the 25 and 27 of February over five tremors were reported associated to lava inside the volcano.

On the first of march the tremors reach a total of 80 with several minutes of duration.

From December 12, 2012 a progressive increase of seismicity was recorded, mainly in the number of earthquakes associated with fluid motion and some fracture earthquakes. A slight increase in gas emissions was recorded.

During the following days the population should continue monitoring the volcano activity because is located only 80 kilometers from Quito the capital city.

6.9 deep quake hits Colombia, no injuries reported

BOGOTA, Colombia (AP) — A powerful but deep earthquake shook a broad swath of Colombia and Ecuador on Saturday, sending frightened people fleeing into the streets, but no serious injuries or major damage were reported.

The U.S. Geological Survey said the 9:16 a.m. (14:16 GMT) quake had a magnitude of 6.9.It was centered about 7 miles (12 kilometers) from the Colombian town of Pasto and 92 miles (154 kilometers) below the surface.

The quake was felt in the Colombian capital of Bogota, some 340 miles (545 kilometers) to the northeast, and across much of neighboring Ecuador.

In the province of Narino, where the quake hit, secretary of government Jaime Rodriguez said officials had reports of three people hurt when roof tiles fell in the town of El Charco along the Pacific Coast. Officials in Ecuador also reported no significant damage.

Colombian television showed people fleeing into the streets of southwestern cities such as Cali, and small cracks in the walls of some buildings.

Mayor Paulo Cesar Rodriguez of the town of Tuquerres near the epicenter said the quake was “very strong and felt for a long time” but that there were no reports of injuries in the town of 42,300.

After Texaco and other oil companies polluted Ecuadorian waters and irreversibly devastated precious ecosystems, Correa led his country to be the world’s first nation to recognize the rights of “Mother Earth” in its constitution. He announced Ecuador was not for sale, and in Yasuni National Park promoted an innovative initiative where other governments pay Ecuador to keep oil in the ground to protect the rainforest rather than destroy it. But now he’s on the verge of selling out.

Shockingly, the Sani Isla Kichwa land is partly in Yasuni National Park. But even more shocking is Correa’s bigger plan — in days government officials begin a world tour to offer foreign investors the right to drill across 4 million hectares of forest (an area larger than the Netherlands!) Ecuador, as any country, may argue it has the right to profit from its natural resources, but the constitution itself says it must respect indigenous rights and its amazing forests, which bring millions in tourist dollars every year.

At least six people have been killed and 18 others injured in mudslides triggered by heavy rain in a gold-mining community in southern Ecuador, officials said. Azuay state governor Humberto Cordero said he does not yet have an estimate of how many people are missing after the disaster which happened before dawn today after six hours of torrential downpours. Mr Cordero told the Associated Press the mudslides have buried homes and blocked roads in the community of Pueblo Nuevo. He said the community can only be reached by helicopter. The AP reached a rescuer, Octavio Pena, who was approaching by road and unable to reach the town. Mr Pena said it was still raining.

CNN host Erin Burnett on Wednesday suggested that the National Rifle Association (NRA) had not crossed the line by targeting President Barack Obama’s daughters in an advertisement.

The NRA advertisement released on Tuesday branded the president an “elitist hypocrite” for opposing armed guards in schools while his own daughters were being protected by the Secret Service. White House Press Secretary Jay Carney slammed the ad as “repugnant and cowardly” because “a president’s children should not be used as pawns in a political fight.”

Speaking to Burnett on Wednesday, CNN contributor Roland Martin agreed that the NRA was “weak and cowardly.”

“There’s no need to invoke the president’s daughter’s in this conversation,” Martin insisted. “I can guarantee you that had anybody invoked the daughters of President George W. Bush in a similar ad attacking him, folks on the right would be just as upset. It makes no sense.”

“But what about the fact that politicians use their kids when they want to politically all the time?” Burnett wondered.

Julian Assange: Wikileaks to release ‘million more files in 2013′

Julian Assange: ”My work will not be cowed”

In a speech from a balcony at the Ecuadorean embassy in London, he said the files to be published in 2013 would affect “every country in this world”.

It is six months since he sought asylum to avoid extradition to Sweden over sexual assault claims, which he denies.

He fears being sent to the US and being punished for leaking diplomatic files.

A crowd of some 80 supporters gathered outside the building, in Knightsbridge, to listen to the 41-year-old Australian – whose website published a mass of leaked cables embarrassing a number of countries.

In his statement, Mr Assange said the US Pentagon had recently described the existence of Wikileaks as an “ongoing crime”.

Addressing supporters – some of whom carried candles – the Australian said: “While that remains the case and while my government will not defend the journalism and publishing of Wikileaks, I must remain here.

“However, the door is open, and the door has always been open, for anyone who wishes to use standard procedures to speak to me or guarantee my safe passage.”

He also said 2012 had been a “huge year” for the organisation.

During the speech, Mr Assange saluted journalists who reported arrests around the world, adding: “It is from the revelation of the truth that all else follows… our civilisation is only as strong as its ideas are true.”

Volcano monitors say Ecuador’s Tungurahua volcano shot lava 1km above its crater overnight and blasted hot rock and gas nearly 3km down its flank. The regional director for the government’s emergency agency is Lourdes Mayorga and she says officials have prepared shelters and are working to evacuate any people in danger. The country’s National Geophysics Institute said the volcano blasted lava well above its crater overnight and sent out a plume of ash and gas about 1.5km high. The renewed eruption in central Ecuador began last week and plumes on Sunday rose as high as 5km above the 16,479-foot (5,023-metre) crater.
