What would you do if you came across someone on the street that had not had anything to eat for several days?  Would you give that person some food?  Well, the next time you get that impulse you might want to check if it is still legal to feed the homeless where you live.  Sadly, feeding the homeless has been banned in major cities all over America.  Other cities that have not banned it outright have put so many requirements on those that want to feed the homeless (acquiring expensive permits, taking food preparation courses, etc.) that feeding the homeless has become “out of reach” for most average people.  Some cities are doing these things because they are concerned about the “health risks” of the food being distributed by ordinary “do-gooders”.  Other cities are passing these laws because they do not want homeless people congregating in city centers where they know that they will be fed.  But at a time when poverty and government dependence are soaring to unprecedented levels, is it really a good idea to ban people from helping those that are hurting?

City To Ban Street-Corner Feedings of Homeless

PHILADELPHIA (CBS) — Philadelphia Mayor Michael Nutter has announced a ban on the feeding of large numbers of homeless and hungry people at sites on and near the Benjamin Franklin Parkway.

Mayor Nutter is imposing the ban on all outdoor feedings of large numbers of people on city parkland, including Love Park and the Ben Franklin Parkway, where it is not uncommon for outreach groups to offer free food.

Nutter says the feedings lack both sanitary conditions and dignity.

“Providing to those who are hungry must not be about opening the car trunk, handing out a bunch of sandwiches, and then driving off into the dark and rainy night,” Nutter said.

Orlando Activists Arrested For Feeding Homeless In Defiance Of City Ordinance

Over the past week, twelve members of food activist group Food Not Bombs have been arrested in Orlando for giving free food to groups of homeless people in a downtown park. They were acting in defiance of a controversial city ordinance that mandates permits for groups distributing food to large groups in parks within two miles of City Hall. Each group is allowed only two permits per park per year; Food Not Bombs has already exceeded their limit. They set up their meatless buffet in Lake Eola knowing that they would likely be arrested as a result.

The law was first passed in 2006, after local residents claimed that Orlando Food Not Bomb’s twice-daily homeless feeding was becoming disruptive. A federal court ruled the ordinance unconstitutional in 2008, deciding that Food Not Bomb’s activities are a protected form of free speech. But in April, the 11th Circuit Court of Appeals overturned the earlier ruling. They agreed that feeding the homeless constitutes free speech, but argued that the Orlando ordinance does not infringe unreasonably on the group’s rights. (An editorial in the Orlando Sentinel supported with the court’s decision this morning. They note that “at least 10 organizations regularly serve food to the hungry downtown” without defying the law.)

Houston permit rule stops couple’s effort to feed homeless

Couple must have proper permit to continue feeding dozens each day

Bobby and Amanda Herring spent more than a year providing food to homeless people in downtown Houston every day. They fed them, left behind no trash and doled out warm meals peacefully without a single crime being committed, Bobby Herring said.

That ended two weeks ago when the city shut down their “Feed a Friend” effort for lack of a permit. And city officials say the couple most likely will not be able to obtain one.

“We don’t really know what they want, we just think that they don’t want us down there feeding people,” said Bobby Herring, a Christian rapper who goes by the stage name Tre9.

Anyone serving food for public consumption, whether for the homeless or for sale, must have a permit, said Kathy Barton, a spokeswoman for the Health and Human Services Department. To get that permit, the food must be prepared in a certified kitchen with a certified food manager.

Homeless ministry says Dallas food ordinance restricts their religious freedom

A Dallas-area ministry is suing the city over a food ordinance that restricts the group from giving meals to the homeless.

Courts dismissed Dallas’ request for a summary judgment last week, saying the case, brought up by pastor Don Hart (in video above) may indeed be a violation of free exercise of religion, as protected by the  Texas Religious Freedom Restoration Act, the blog Religion Clause reported.

Las Vegas Makes It Illegal to Feed Homeless in Parks

LAS VEGAS, July 21 — Gail Sacco pulled green grapes, bread, lunch meat and, of course in this blazing heat, bottles of water from a cardboard box. A dozen homeless people rose from shady spots in the surrounding city park and snatched the handouts from her.

Recipients of Ms. Sacco’s handouts say that they are far from shelters and that they get little public assistance.

Huntridge Circle Park is about three miles from most soup kitchens.

Ms. Sacco, an advocate for the homeless, scoffed at a city ordinance that goes into effect Friday making it illegal to offer so much as a biscuit to a poor person in a city park.

Las Vegas, whose homeless population has doubled in the past decade to about 12,000 people in and around the city, joins several other cities across the country that have adopted or considered ordinances limiting the distribution of charitable meals in parks. Most have restricted the time and place of such handouts, hoping to discourage homeless people from congregating and, in the view of officials, ruining efforts to beautify downtowns and neighborhoods.

But the Las Vegas ordinance is believed to be the first to explicitly make it an offense to feed “the indigent.”

So much for serving the homeless.

The Bloomberg administration is now taking the term “food police” to new depths, blocking food donations to all government-run facilities that serve the city’s homeless.

In conjunction with a mayoral task force and the Health Department, the Department of Homeless Services recently started enforcing new nutritional rules for food served at city shelters. Since DHS can’t assess the nutritional content of donated food, shelters have to turn away good Samaritans.

For over a decade, Glenn Richter and his wife, Lenore, have led a team of food-delivery volunteers from Ohab Zedek, the Upper West Side Orthodox congregation.

They’ve brought freshly cooked, nutrient-rich surplus foods from synagogue events to homeless facilities in the neighborhood. (Disclosure: I know the food is so tasty because I’ve eaten it — I’m an OZ member.) The practice of donating such surplus food to homeless shelters is common among houses of worship in the city.

Church Ordered to Stop Giving Away Free Water

A Louisiana church was ordered to stop giving away free water along Mardi Gras parade routes because they did not have the proper permits.

“We were given a cease and desist order,” said Matt Tipton, pastor of Hope Church in Metairie, LA. “We had no idea we were breaking the law.”

Tipton said volunteers from his church were handing out free coffee and free bottles of water at two locations along a Mardi Gras parade route when they were stopped by Jefferson Parish officials. The church volunteers were cited for failing to secure an occupational license and for failure to register for a sales tax.

“It kind of threw me for a loop because they weren’t in uniform,” he said. “But once they pulled the ticket out, I was conviniced.”

“We apologized,” Tipton said. “We didn’t know the rules.”

The Faces of Hunger competition called for young filmmakers to capture what hunger looks like in America. It seemed straightforward enough; all I had to do was go down to a homeless shelter or a food bank, ask some questions about their stories, and I’d have my video. Right? Wrong.

In the film, Food for Thought, I discovered through the process that the true issue of hunger did not only lie among the homeless population as many assumed, but with the people around us — middle-class families, and most humbling of all — my own family. Let me tell you, it was not easy to admit.

When I came to terms with this difficult fact, my first reaction was to drop the film. This was not what I expected to discover and it was far too personal to share publicly. But as I reflected more and realized that there could be 35 million stories of hunger hidden under blankets of pride, I found myself with no choice but to speak out. I needed to share the fact that families like mine are only able to get through those tough times with the help of others. Hunger is so much more than just a need for food — it is the need for community.

With the help of my fellow filmmaker Shelby Barnes, I decided to go forth and finish the film. And so we invite you into this journey.

Townsville begins clean-up after freak storm

 

SES crews and the Army will help the clean-up in Townsville after a freak storm ripped through the city, as the weather bureau warns of more heavy rain for the region.

Residents have described terrifying ordeals of being forced to huddle in their hallways and bathrooms as the storm tore open their homes early this morning.

Premier Anna Bligh and LNP leader Campbell Newman have flown into the city, putting election campaigning on hold as they assess the area.

PAGASA: Potential cyclone approaches Palawan

A potential cyclone — a low-pressure area — moved towards Palawan before noon Wednesday, even as state weather forecasters warned of floods and landslides over the Bicol Region.
The Philippine Atmospheric Geophysical and Astronomical Services Administration said the LPA was estimated over Sulu Sea, at 250 km southeast of Puerto Princesa City, Palawan.
“Widespread rains (are) expected over [the] Bicol Region, which may trigger flash floods and landslides,” PAGASA said in a post on its Twitter account.
It also said cloudy skies with scattered rain showers and thunderstorms are expected over:

  • Batangas

Massive flooding continues in parts of New Zealand this morning where entire farms have been wiped out. Homeowners are doing their best trying to hold back the flood waters. The extend of the damage won’t be known until the waters fully subside.

There is a reason why we are told never to drive through standing water. A driver was stuck in Tulsa Oklahoma was caught after a heavy downpour. It takes just two feet of water to carry away a vehicle.

Extreme weather conditions, 9 killed by avalanches in Chitral and Yasin

 

Chitral— 4 female and a child died hit avalanche at Khot Wah area of Garamchishma. According to District Police Officer Chitral a powerful avalanche has hit the house of Sardar at Khotwah village of Garamchishma.  The Avalanche struck the valley during the dead night while people were sleeping.
Those who died were identified as Rashida Bibi, wife of Mr.Sardar of 28-year old,Sufaida Bibi daughter of Sardar  who was 16, Zareen Bibi daughter of Sardar 9, Shahida Bib daughter of Rahim 18 and Nibah Bibi daughter of Sardar of 3-year old.
Local volunteers, Chitral scouts and Chitral police have reached on the spot and started rescue activities. They recovered 4 dead bodies and dead body of a child Nibah bib was still missing as of this report.
Besides, the main road of Garamchishma, Mastuj and upper chitral are close due to snowfall land sliding and avalanches.
Recently extreme weather has engulfed the northern part of Pakistan. Earlier the Dardistan Times reported that 4 people of one family were hit by an Avalanche in Qorqolty valley of Yasin in the Ghizar District.

“The Avalanche was triggered by the heavy rain and it originated from the mountains of Matoi along Dadang Chhar. It has destroyed properties along the way and has crossed the Qorqolti River.

Tika Khan Family and several other families live Shhong Yatey and the area is hit by Avalanche almost every year. This year the residents were not lucky enough to get away the calamity” DT report said.
Several avalanches have hit several parts of Gilgit-Baltistan and Chitral area and the weather continues getting worsen.

In January (http://www.youtube.com/watch?v=6Zv1PtfFNl0) people reported feeling serious vibrations from Sooke to Victoria, some worried it was an earthquake. That thought crossed Sharon Hanslip’s mind as well when she felt three blasts yesterday morning. The last one so severe it brought a barn on her property crashing to the ground.

Seismologists say it wasn’t an earthquake and Sooke’s mayor, Wendal Milne said he doubts it can be attributed to the company responsible for January’s blasting as it didn’t feel the same…

There is construction nearby at a new business park with heavy equipment and trucks on site. Milne says builders aren’t required to report to the municipality when and if they need to blast so he can’t say what it may have been. A Sooke mystery, he says.”

 3/18/12, 3/19/12, 3/20/12 – After 3 nights, sleepless Wisconsin town longs for relief from mysterious loud booming noises. Sleepless families in a small Wisconsin town longed for quiet Wednesday after mysterious booming noises over the past few nights roused them from bed and sent residents into the street — sometimes still in pajamas. The strange disturbance sounds like distant thunder, fireworks or someone slamming a heavy door. At first, many people were amused or merely curious. But after three restless nights, aggravation is mounting. And some folks are considering leaving town until investigators determine the source of the racket. City officials are trying to record the mysterious booming sounds, but their attempts have so far come up empty. “My husband thought it was cool, but I don’t think so. This is not a joke. don’t know what it is, but I just want it to stop.”
The booming in Clintonville continued Monday and Tuesday nights and into Wednesday morning. There have been no reports of injury, despite some residents saying they could feel the ground roll beneath their feet. City officials say they have investigated every possible human cause. They checked water, sewer and gas lines, contacted the military about any exercises in the area, reviewed permits for mining explosives and inspected a dam next to city hall. They even tested methane levels at the landfill in case the gas was spontaneously exploding. “People in the area are certainly frustrated.” The city is also investigating geological causes. Officials plan to bring in vibration-detection devices to try to determine the epicenter of any underground activity. Authorities set up audio and video equipment overnight but didn’t capture any evidence of shaking or booming despite at least one loud noise about 5 a.m. Wednesday.
About 300 people attended a public meeting Wednesday night in a local high school auditorium to get an update on the situation. One woman said the disturbance has left cracks in her basement walls and floor, and that they’re getting worse. She said her insurance company won’t pay for the damage until she knows what caused it.
A local scientist said nothing has surfaced that suggests townspeople should be afraid. But some people are worrying that a sinkhole might open up and swallow homes. That can happen in areas where the ground is rich with limestone and other rocks that can be dissolved by water, but the rock below Clintonville is mainly solid granite that’s largely impermeable. Water and granite could hold the key to the mystery. Granite has small cracks that water can fill, but if the underground water table falls especially low, water can seep out, leaving gaps that cause the rocks to settle and generate loud noises. “Maybe the very dry winter caused more water to be removed from the water table, either through pumping or natural flow.”
A seismic station near Clintonville, a town of about 4,600 people about 40 miles west of Green Bay, has recorded UNUSUAL GROUND SHAKING since Sunday night. Scientists say such activity can be caused by mining and heavy truck traffic, but since there are no mines or major construction in the area, the Wisconsin Geological and Natural History Survey will take a closer look at the data. “Everything people think it is has been ruled out. Officials stymied by loud booms in Clintonville

Authorities are investigating a series of booming noises and vibrations that seemed to come from underground and that made some Clintonville homes shake Monday.

MILWAUKEE (AP) — A series of mysterious underground booms have been rattling an eastern Wisconsin city for at least two nights, baffling residents and local officials who have ruled out theories from earthquakes to water pressure problems.

The noises — described as rumbles of thunder, sonic booms or fireworks — were reported in northeast Clintonville, about 140 miles northwest of Milwaukee, starting Sunday night. The booms had quieted down at daybreak but started back up Monday night farther south and west, and continued until about 5 a.m. Tuesday, said City Administrator Lisa Kuss.

Loud booms reported go unsolved

SAVANNAH — Some people described the noise as explosions. Others called it cannon fire.

Whatever it was, at least a few people are likely to attribute the mysterious sounds to a UFO.

Boom noises were reported in Ashland County on Saturday night, but authorities were unable to identify the source. Residents from Jeromesville to Savannah reported hearing loud sounds around 7 p.m.

“Apparently some residents, mostly around Savannah, heard what they described as loud bangs, cannon fire and in some cases, explosions,” said Ashland County Sheriff’s Deputy Kurt Schneider. “We sent a couple of guys up to that area to check it out and nobody saw anything at all.”

He said 9-1-1 calls came in a cluster, but no further calls came later in the night.

“There were no crashes, no fires, no reports of anyone being hurt,” Schneider said.

He said deputies responded to one residence on a tip it was the source of the noises, but an investigation proved otherwise.

“We even checked the fracking site where they were doing the drilling, and it was all quiet over there, too,” he said.

Residents booming with big bang theories

 

SOUTHPORT, NC (WWAY) — Big booms and shaking were felt along the North Carolina coast Tuesday that have some people worried. Now, folks are booming with big bang theories on what they say causes the mysterious rocking and rolling along the coast.

“Anything that can shake the houses, not just one or two houses, but a whole neighborhood and it can be heard from Southport to Bolivia and Sunset Harbor, it has to be something big,” said Bolivia resident Erick Myles.

Folks across the Cape Fear say the mysterious booms are back and this time they seem stronger than ever. People say they had different experiences depending on where they were at the time.

“It’s kind of freaky to me because I heard it but I didn’t see anything,” said Southport resident Jamie Hoffmann.

“I didn’t hear the booms but I felt shaking twice,” said Boiling Spring Lakes resident Ruth Finley.

Everyone we talked to said this was not the first time they have experienced the unknown sound and shaking. Some folks even say they hear the booms every week. One thing is for sure, people say they want answers.

Seismologist say nothing registered on the Richter Scale Tuesday in our area and the military says it is not responsible for the sounds or shaking.

Although scientists and authorities can’t seem to pinpoint where the noise is coming from, residents have their own theories.

“I know that there’s an explanation and it has to be military,” Myles said.

“The ocean,” said Hoffmann. “Something with the ocean.”

“I think they’re earthquakes,” said Finley. “Tremors.”

Some people we talked to said they were very concerned with the booms now that we’re nearing the end of the Mayan calendar which some people believe marks the end of the world. They say the confusion surrounding the booms only builds up their theory that we’re nearing the end of days.

Image associated with Operation Medicine Delivery.On May 6, U.S. Postal Service volunteers will make an unusual Sunday morning run through selected Twin Cities neighborhoods. Their mission: Leave a simulated supply of medicine – in the form of an empty pill bottle – at each mailing address.

This event will be part of a test called Operation Medicine Delivery. The purpose is to see how fast postal teams can deliver medicine to homes in an emergency.

The May 6 event is only a test! We have no reason to believe a real emergency will happen that day – or that one is imminent.

A plan for using the postal service to deliver emergency medicine in the Twin Cities has been in place since early 2010. The Postal Plan is a joint project of MDH, the U.S. Department of Health and Human Services, CDC, the U.S. Postal Service, and local public health, law enforcement and emergency management agencies.

This will be the first “real world” test of the Postal Plan in Minnesota. Here are a few facts about the Postal Plan – and the May exercise:

  • The simulated emergency medicine will be delivered by teams of postal service volunteers and law enforcement officers in regular postal service vehicles.
  • The medicine bottles will be delivered to approximately 35,000 mailing addresses in four Twin Cities ZIP codes:
    • 55101 (St. Paul – Downtown)
    • 55102 (St. Paul – West 7th/Fort Road)
    • 55411 (Minneapolis – North Side)
    • 55422 (Portions of Robbinsdale, Golden Valley and Crystal)
  • The bottles will be delivered to residential mailing addresses only – not to post office boxes or business locations.
  • People who receive the bottles won’t need to do anything – just recycle the empty bottle.
  • The idea of using postal delivery teams to deliver emergency preventive medicine has already been tested, on a limited basis, in Boston, Philadelphia, and Seattle.
  • This is the first metro area in the country to recruit a full complement of postal volunteers for this program, and set up a fully developed postal delivery system.
  • Over 300 postal workers have been recruited and trained for the Postal Plan in the Twin Cities metro area.
  • The postal delivery plan is part of a larger public health preparedness program known as the Cities Readiness Initiative.
  • The Cities Readiness Initiative helps communities prepare for public health emergencies where it may be necessary to get medications and vaccines to people quickly.
  • For example, if there were a bioterrorist attack using anthrax, it would be necessary to get people started on antibiotics within 48 hours. The Cities Readiness Initiative is designed to help us do that.

What if we had a real emergency?

  • In a real emergency, it might be necessary to get medicine to as many as 3.2 million people in the metro area.
  • Most people would get their medicine by going to a special “medication center,” not through postal delivery.
  • Several of these centers would be set up around the metro area. Information on finding one would be available on the MDH website.
    Postal delivery might be used in some densely populated parts of town, to take pressure off of the medication centers.
  • Regardless of how people got their medicine – medication center or postal delivery – they would only get enough at first to get them started taking it.
  • Sooner or later they would need to visit a medication center to get more.
  • No one would need to worry about having enough medicine to go around. Ample supplies of antibiotics and other medicines have been set aside or stockpiled for use during an emergency.
  • The medications would be provided to the public free of charge.

Twin Cities to test mass delivery of emergency meds by mail

Mar 21, 2012 (CIDRAP News) – Mail carriers will deliver empty pill bottles to about 35,000 homes in Minneapolis and St. Paul on May 6, in the area’s first test of a program to quickly provide antibiotics to the populace in the event of an anthrax attack or similar emergency, according to the US Postal Service (USPS) and health officials.

The carriers will make the Sunday deliveries to four zip codes, two in St. Paul, one in Minneapolis, and one in Minneapolis suburbs, said Peter Nowacki, USPS spokesman in Minneapolis.

“People will get an empty bottle, similar to what would be used in the real thing,” Nowacki told CIDRAP News. “There’ll be an information sheet explaining what it’s all about, that it’s just a test to see how well it works. It’ll have links and phone numbers for more information.”

The test is “Operation Medicine Delivery,” the Minnesota Department of Health (MDH), which is involved in the program, said yesterday in a statement on its Web site. “The purpose is to see how fast postal teams can deliver medicine to homes in an emergency.”

“The May 6 event is only a test! We have no reason to believe a real emergency will happen that day—or that one is imminent,” it adds.

The Twin Cities area is one of at least five large cities around the country that are working on federally funded programs to use the USPS to respond to a bioterrorist attack. Others are Boston, Philadelphia, Seattle, and Louisville, Tenn. Officials in Louisville were scheduled to make an announcement today about the program there, according to a Louisville Courier-Journal story.

The initiative has been in the works for several years, having been spurred primarily by the anthrax letter attacks of 2001.

In the Twin Cities, a plan to use mail carriers to delivery medicine in an emergency has been in place since early 2010, the MDH statement notes. The plan is a joint effort of the health department, the US Department of Health and Human Services (HHS), the USPS, and local public health, law enforcement, and emergency management agencies.

In the May 6 exercise, mail carriers, accompanied by law enforcement officers, will deliver the simulated medication packages only to residences, not to post office boxes or businesses, the MDH said. Those who receive the packages won’t need to do anything, other than recycle the empty bottle.

The targeted zip codes and areas are:

  • 55101 (downtown St. Paul)
  • 55102 (West 7th Street and Fort Road in St. Paul)
  • 55411 (the North Side of Minneapolis)
  • 55422 (parts of Robbinsdale, Golden Valley, and Crystal)

The MDH has a $200,000 budget for the exercise, with the funds to be provided by HHS, said MDH spokesman Buddy Ferguson in St. Paul. That does not include any funds committed to the project by the USPS, he explained.

Nowacki said Boston, Seattle, and Philadelphia have run limited exercises to test the concept in a preliminary way, but the Twin Cities drill differs in that it will involve a fully developed team of volunteers who have been trained and would be prepared to deliver medications in a real emergency.

“This is the first metro area in the country to recruit a full complement of postal volunteers for this program, and set up a fully developed postal delivery system,” the MDH statement said.

More than 300 postal workers have been recruited and trained for the Twin Cities program, the statement noted. It didn’t specify how many will participate in the May 6 test.

In a real emergency, health agencies would not attempt to use home delivery to get medications to all 3.2 million Twin Cities residents, the MDH explained. Most people would get their supply by going to a special “medication center.” Several centers would be set up, with locations listed on the MDH Web site.

“Postal delivery might be used in some densely populated parts of town, to take pressure off the medication centers,” the department said. The medicines will be free of charge.
